Dr. Sonia Sethi, IAS

General Manager

Belonging to the 1994 -batch of the Indian Administrative Services (IAS), Maharashtra Cadre, Sonia Sethi has studied economics and public policy, having received her Masters in Major programme Management from the University of Oxford. She also holds a PhD in infrastructure financing.

She has served as District Collector in coastal Sindhudurga and has held prestigious positions in CIDCO, MSRDC, Maharashtra Jeevan Pradhikaran (MJP) and MMRDA, delving deep into the infrastructure ecosystem to understand the nuances of planning, financing and implementation of mega projects.

She was Maharashtra’s first lady officer to become Transport Commissioner. She has worked in Government of India as Joint Secretary in the Ministry of Culture and also in the Ministry of Commerce.

Her prominent professional achievements include the commissioning of the iconic eight- lane Bandra-Worli Sea Link in 2010 and also the commissioning of the 20-km-long Metro Lines connecting Andheri, D.N.Nagar and Dahisar as part of the 314 km Mumbai Metro network that she was heading in MMRDA.

As Principal Secretary, Urban Development Department-(2), Government of Maharashtra, she was administrative head of 408 urban civic institutions spread across Maharashtra, and worked on innovative and collaborative approach to strengthen the institutional framework for capacity building and accountability and evolve efficient institutions of local self-governance. She also framed Maharashtra's PPP policy for urban local bodies.

As Additional Chief Secretary (Disaster Management, Relief and Rehabilitation), she ensures effective enforcement of the Disaster Management Act of 2005, at the state level, including laying down policies and plans. Modernisation of the State Emergency Operation Centre, District Emergency Operation Centres and building of first SIDM (State Institute for Disaster Management) in the state are her achievements in addition to planning and executing an ambitious disaster mitigation infrastructure program for Maharashtra.

Dr. Sethi has rich experience in transport sector and urban mobility infrastructure and management. Her professional experience in Government of Maharashtra and Government of India and in financing infrastructure will be useful in bringing greater efficiency and productivity in BEST.

"Shri Netaji Namdeo Chougule acquired a Degree in Electrical Engineering from Walchand College of Engineering of Shivaji University, Kolhapur in the year 1991.
Shri Netaji N. Chougule joined the service of BEST Undertaking on 21 August 1991, as Probationary Engineer
He has extensively worked in various key departments of BEST Undertaking namely, Operation and Maintenance, Commercial (Customer Care), Material Testing and Standards (MTS) Lab, Energy Audit, Safety Cell, Planning and Regulatory on various responsible positions of Dy. Chief Engineer and Chief Engineer and has a rich experience of about 34 years.
He has been appointed to the Post of Asst. General Manager (Electric Supply) from 30.07.2025 and is responsible for overall management of Electric Supply Division.
Shri Netaji N. Chougule is also looking after the job profile of Deputy General Manager (Electric Supply) of BEST Undertaking.
His technical expertise of 34 years acquired through years of experience in various key departments, coupled with efficient management skills has made him capable of ensuring reliable and efficient electric supply to consumers in the island city of Mumbai.

Shri A Shrinivasrao Vithal Rao Assistant General Manager (TE) looking after Transportation Engineering Department of the B.E.S.& T. Undertaking. Shri A S Rao joined the services of the B.E.S. & T. Undertaking in Transportation Engineering Department as Probationary Engineer on 03.12.1990. He acquired Bachelor of Engineering in Automobile with 1 st Class with Honors from Mumbai University.

His technical experience of 33 years acquired through years of experience in various key departments coupled with efficient management skills has made him capable of ensuring reliable and efficient management for smooth functioning of Transportation Engineering Department of the B.E.S. & T. Undertaking.

Rajendra Ramchandra Dubal

Shri R.R. Dubal, Assistant General Manager (Legal) of BEST Undertaking is appointed in the service of Undertaking in Nov. 2013, by way of Competitive Examination conducted by the Maharashtra Public Service Commission (MPSC). He acquired B.Sc. (Hons.) in Physics in the year 1994 in 1st class Division and then he acquired LL.B. from University of Pune in the year 1997 and M.B.A. in Human Resources Management in the year 2011. He also acquired LL.M. Business Law in 2013 as well as D.LL. in 2016.

His experience as a Law Officer of 20 years acquired from various Government Organizations, such as "Social Welfare Directorate, GoM" in 2006-2007 and Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL) from 2007-2013. The AGM(Legal) being a HOD of the Legal Dept. of the BEST Undertaking to manage the administration of the Dept. in respect of the litigation filed by or against the BEST in various Courts, Tribunals, Commissions & Authorities, etc. The Legal Dept. comprises Law Officers and non-Law Officers along with other Staff and Employees with the help of which require to liaison and interact with the concerned user Depts. and Legal Firms, Advocates, Counsels. Further, it is also required to attend meetings, discussions with the GM, other HoD's, etc. in handling the Court cases, providing opinions, preparing drafts, attending in various Courts, as and when necessary & as possible in the available resources & infrastructure.
